What is the exact name of the installer file that you ran to install the software?
The Micro Focus CES daemon is a Windows service that is installed with Visual COBOL that handles the communication with the License Manager. It should be started automatically.
Look under Administrative Tools-->Services for Micro Focus CES Daemon as shown below and make sure that it is set to automatic and that it is started.
